As one of the Premier League’s leading football clubs, our client operates far more than a successful first team. With almost 1,000 employees working across 34 departments, including stadium operations, training facilities, retail, hospitality and community programmes, it required a consistent approach to managing Health & Safety competence across a highly diverse workforce.

 

While supported by an internal Health & Safety team, training requirements had evolved over time, making it difficult to maintain consistency, identify competency gaps and ensure training aligned with individual roles and responsibilities. The club wanted a single, role-based framework that would provide greater visibility, strengthen governance and integrate seamlessly with its existing learning and compliance systems.

 

Implementation

Shirley Parsons partnered with the club to design and deliver a comprehensive, role-based Health & Safety Competency Framework, centred around a structured Health & Safety Training Matrix tailored to its operational needs.

 

Working collaboratively with stakeholders across the organisation, we:

 

  • Engaged 11 stakeholder groups through structured workshops.
  • Analysed operational activities across the club, including non-matchday and community functions.
  • Mapped Health & Safety training requirements to specific roles and responsibilities.
  • Identified gaps in existing training provision.
  • Introduced training references and risk-based role categorisation.
  • Used flexible engagement methods, including hybrid workshops and questionnaires, to accommodate operational schedules.
  • Developed a comprehensive training matrix designed for seamless integration into the club’s learning platform.

 

The result was a practical, scalable framework that simplifies training management while supporting long-term operational excellence.

 

Outcome

The Health & Safety Training Framework gives the club a consistent, role-based approach to managing Health & Safety training across all departments. It provides greater visibility of training requirements, strengthens governance and supports workforce competence.
