SP Data Centers: Provision of Safety Excellence in Hyperscale Construction

SP Data Centers helped deliver world-class safety outcomes on one of APAC’s largest hyperscale builds by embedding consistent WHS standards, strong contractor governance, and a unified safety culture across complex construction activities.

Background

The client’s data centre development in Western Sydney represented one of the largest and most complex hyperscale infrastructure projects in the APAC region. With over 123,000 sqm of built space, 320+ MW of IT load capacity, and intricate engineering systems, safety was a core priority from design through construction.

They faced challenges managing regulatory complexity across multiple APAC jurisdictions, tight construction schedules, and contractor alignment on safety practices. Historically, variations in Work Health and Safety (WHS) compliance across contractors and regions posed significant risks.

Implementation

  • Implemented an Integrated Management System (IMS) aligned with ISO 45001, 14001, and 9001.
  • Rolled out Global Minimum Standards (GMS) to manage 11 critical risks with 125+ controls.
  • Conducted quarterly contractor forums, HRA inspections (2x per week per project), and independent WHS audits by SafeAssure.
  • Deployed safety leadership training across management teams to align safety culture.

Outcome

  • 5.1 million work hours with zero fatalities.
  • LTIFR: 0.99, TRIFR: 2.98, significantly outperforming industry benchmarks.
  • Safety culture score: 83% vs. industry average of 73%.

Through proactive planning, rigorous auditing, and cultural alignment, the project achieved world-class safety outcomes despite scale and complexity.
