A leading international engineering organisation was tasked with a £1bn refurbishment project over a decade, involving the redevelopment of a dry dock for nuclear submarines.
The project also included the demolition of existing structures and the construction of new facilities to support the Royal Navy’s maintenance of both new and existing submarine classes. The work involved a broad range of technical disciplines, including mechanical, electrical, instrumentation, control, and automation systems.
Given the high-security nature of the project and the need to comply with advanced ISO standards, the engineering firm faced significant challenges in sourcing qualified HSEQ (Health, Safety, Environment, and Quality) professionals and procurement managers.
Shirley Parsons, with its extensive network of HSEQ professionals and experience in similar projects, was recommended to provide the specialised Quality and Health & Safety personnel necessary to keep the project on track.

These successful placements then led to the promotion of a Senior Associate to the role of Quality Lead, the appointment of a Quality Manager to assist in leadership, and the recruitment of additional support roles, including a Health and Safety Manager and a Lifetime Quality Record (LTQR) specialist.
Shirley Parsons then conducted a comprehensive review of procurement contracts, consolidating them into a unified management system. With the trust established through these efforts, Shirley Parsons further expanded its involvement by providing expert project consultancy, which included overseeing engineering procedures.
